Victoria: An Empire Under the Sun, also known as Victoria or simply Vicky, is a real-time strategy game by Paradox Entertainment (Now known as Paradox Interactive). It covers its namesake the Victorian period, specifically 1836-1920 and runs on a modified version of the Europa Universalis engine.

Unlike previous Paradox Games, which either focused on exploration and colonization (Europa Universalis) or warfare (Hearts of Iron), Victoria focuses itself in internal management, covering the industrialization and social/political changes in a country. The game itself gives a lot of importance to the economy of a country, having a complex market system which is described as being one of the best economic simulators ever made. Fans of Paradox's games have noted this one for being the deepest game Paradox has yet made, making it quite popular with the Paradox fanbase. However, Victoria received largely indifferent reviews on release, averaging only 60.4% on Gamerankings. Critics cited reasons such as the game's steep learning curve and its relatively dated graphics.

Game mechanics

Victory conditions

The main goal is to end the game with most Victory Points. To get victory points, you must score in 3 categories:
  • Prestige - claiming colonies, implementing social and political reforms, researching technologies or through historical events.
  • Industry - building factories, converting farmers and labourers to craftsmen and by improving your transportation network.
  • Military - the size and quality of your army and navy.
The combined score of the above 3 categories determine the 'winner' of the game. However, in a normal game, only a few countries have the capacity to become the winner as defined by the victory conditions. These countries are usually highly advanced European countries with large stretches of land, like Great Britain, France, Prussia/Germany, Russia, United States or China (an exception). Thus, many players who prefer playing second-tier countries like Brazil, Netherlands or Japan set their own goals for the game, such as dominating South America for Brazil or defeating Belgium for Netherlands.

Boomtown - Review by Jakob Paulsen. Rating 9/10. Victoria is the best Paradox game to date: it’s bigger, smarter and more fun than Europa Universalis II, which I have hitherto regarded as one of the very best hardcore turn-based strategy games.

GameSpy - Review by Peter Suciu. Score 4/5. Chances are the sun will set on this empire-building game long before you have a chance to get there
